Haggai 2:20-23

Haggai 2:20–23 teaches that God’s restored presence among His people is inseparable from His promise to establish His King. Though Judah is weak, Zerubbabel is only a governor, and Persia seems dominant, the Lord declares that He will shake the nations, overthrow every rival power, and preserve the Davidic line through His chosen servant. Zerubbabel becomes a sign that God has not abandoned His covenant promises, and he points forward to Jesus Christ, the greater Son of David, the chosen Servant, the true King, and the One whose kingdom cannot be shaken. — Summary from Moyter, Boda, & Duguid.
